Taiwan Fund for Children and Families (TFCF), established in Taiwan since 1950, is an international non-governmental organization dedicated to improving the well-being of vulnerable children and their families. Through a wide range of programs—including child sponsorship, child protection, early intervention, family support, and advocacy—TFCF has positively impacted the lives of countless children while playing a pioneering role in the development of Taiwan’s social welfare system. Today, TFCF is one of Taiwan’s largest NGOs, supporting more than 113,000 children worldwide with the generous commitment of over 200,000 sponsors in Taiwan.
To extend its mission to children and families in Vietnam, TFCF Vietnam was officially registered in 2014 under a certification of operation. In 2026, the organization upgraded its legal status and was granted a Representative Office Registration Certificate. In addition to its Vietnam office, TFCF operates six overseas branch offices in Mongolia, Kyrgyzstan, Eswatini, Cambodia, Jordan, and the Philippines.

Position Overview:
|
|
Overall, the Project Officer is responsible for managing projects in the areas of education, child and youth rights and protection, and community development to ensure the achievement of project goals, objectives, and expected outcomes.
We are seeking a dynamic and committed Project Officer to support project design and proposal development, collaborate with government counterparts and local partners, provide technical and project management support, oversee project budgeting and financial management, and coordinate with consultants, experts, and partner organizations.
The key duties and responsibilities include:
- Partnership and stakeholder management: Build, maintain and strengthen relationships with local governments, partners and relevant stakeholders.
- Project Management: Responsible for managing the entire cycle of TFCF Vietnam’s annual projects to ensure their effective operation
- Assessment, planning and budgeting: Coordinate with relevant stakeholders to conduct necessary surveys and assessments. Design, regularly review and update the projects plans and budgets in alignment with the community development plan, adjusting as needed to enhance effectiveness.
- Project Implementation and Collaboration: Collaborate with the external partner and stakeholders, lead and supervise a team, including interns, fellows, and volunteers, to implement project activities in a cost-effective and practical manner, ensuring alignment with organizational and program objectives.
- Monitoring, Evaluation, and Reporting: Coordinate regular monitoring and evaluation of program plans and budgets to ensure effectiveness and transparency.
- Financial Management: Maintain strict oversight of project budgets and expenditures, ensuring compliance with Vietnam regulations, TFCF’s internal procedures and donor requirements.
- Sponsorship management: Manage the sponsorship system and children documents; Implement required actions to ensure the smooth operation of the funding system
- Other task: Coordinate with other programs and activities across the organization. Carry out additional assignments, including activities, programs, and projects, as assigned by TFCF management.

Basic Qualifications and Essential Selection Criteria
|
|
Basic Qualifications
- Bachelor’s degree or above in relevant fields, such as Social Work, Sociology, International Relations, Public Health, Development Studies, or a related discipline.
- Sound knowledge of Vietnam’s social welfare system, particularly in child rights, child protection, and community development across urban, suburban, and rural or remote areas.
- Demonstrated ability to work effectively in cross-functional and multicultural teams, and coordinate with local authorities and partners..
- Strong skills in project design, planning, implementation, monitoring, evaluation, and coordination.
- Excellent organizational skills with the ability to manage multiple priorities, maintain accurate documentation, and meet deadlines.
- Good written and spoken English communication skills, with the ability to communicate effectively with colleagues and management.
- Ability to establish and maintain positive working relationships with government agencies, schools, community partners and other stakeholders.
Desirable Selections Criteria
- Understanding of the mission and values of TFCF and willingness to support its child-centered development approach.
- Experience in social welfare, community development, education, public health, or NGOs is preferred.
- Experience in child sponsorship, case management, community-based programs or beneficiary management is an advantage.
